Private AI versus public APIs: how to choose

An API may be the fastest way to learn. An owned environment may give more control. A useful comparison begins with the data flow and the task.

Draw the full data path

Identify what reaches the model, what is logged, where information is stored and which third parties are involved. Check contractual terms against actual configuration.

Compare quality and cost on the same task

Test representative examples against quality, latency and operating criteria. Include integration, supervision and switching cost.

Choose a defensible boundary

A hybrid design may keep some sources in one environment and process others outside it. For strict requirements, validate technical controls and legal review before claiming compliance.

Four questions to record the choice

  1. Which exact data reaches the model supplier, retrieval system and observability tools?
  2. Which contractual terms and settings actually apply to that flow, and who can verify them?
  3. What quality, latency and cost does each option achieve on the same authorised task set?
  4. Who will correct failures, update models and review permissions after the pilot?

A hybrid architecture might keep document retrieval in a controlled environment and send only minimised information out, but that boundary must be checked in each integration. The pattern name does not prove the data path.

Compare three boundaries for one task

This example is fictional: a team wants to answer questions over procedures, some open to all staff and others restricted. Before comparing models, prepare authorised questions, classify sources and draw each request’s path. Apply the same criteria for correct answers, citations, abstention and latency.

If a test with non-sensitive documents works through an API, it does not authorise sending restricted ones. If a local test respects the data boundary, it still does not prove sufficient quality or capacity. Write conclusions per task and data class. The NIST Generative AI Risk Management Profile advises adapting measures to context and evaluating throughout the lifecycle; this matrix is our proposed application of that principle, not a certification.

To quantify the options, continue with the cloud versus owned-environment cost comparison. Do not combine prices for different models before checking quality on the same task.
